In a bold declaration today, Minister for Social Security and Empowerment of Persons with Disabilities Nityananda Gond outlined the Odisha government’s determined stance towards achieving a liquor-free state. Speaking on the occasion of the International Day Against Drug Abuse, Gond emphasized the devastating impact of alcohol addiction on individuals and society, underscoring the state’s commitment to curbing its prevalence.

“Liquor has been banned in several states across the country. Our government is resolute in following suit. We will initiate discussions with the Excise and other related departments to formulate steps necessary for phasing out liquor and drugs from Odisha,” stated Gond, who also holds portfolios in School and Mass Education, ST&SC Development, Minorities, and Backward Classes Welfare.

Currently, states like Gujarat, Bihar, Mizoram, and Nagaland enforce complete prohibition on liquor. Odisha had previously enacted the Orissa Prohibition Act, 1956, aimed at prohibiting the manufacture, sale, and consumption of liquor and drugs. Despite this, the Act is yet to be enforced.

The minister’s announcement comes amidst ongoing deliberations on the feasibility and impact of such a drastic measure. Economists caution that Odisha’s annual revenue, which amounts to approximately Rs 10,000 crore from liquor sales alone, poses significant financial implications.

In response to previous legal challenges, including a 2022 dismissal of a PIL advocating for the enforcement of the 1956 Act, the state government highlighted concerns that a blanket ban on alcohol could potentially exacerbate issues related to illicit liquor production and drug abuse.

As discussions intensify, stakeholders await further developments from the Odisha government regarding its comprehensive strategy to transition towards a liquor-free state, balancing social welfare objectives with economic considerations.
