Bhubaneswar, 4 December 2025: Odisha is preparing to take centre stage in India’s clean-energy journey as it hosts the first-of-its-kind Global Energy Leaders’ Summit (GELS) 2025) in Puri from 5–7 December 2025. Modelled on the global COP conferences, GELS aims to be India’s flagship platform for high-level dialogue on energy transition, innovation, and policy reform.
More than 30 national and international experts, senior representatives from the Union Government, and delegations from about 15 Indian States will gather in Puri to shape India’s long-term energy future.
A Vision for India’s Energy Future
The theme for GELS 2025 — “Powering India: Sufficiency, Balance, Innovation” — captures the core priorities for India’s next phase of growth.

- Innovation: Leveraging new technologies, financial tools, and modern policies to navigate global energy challenges
GELS stands out as a platform where States can share learnings, confront challenges together, and collaborate on reforms that can strengthen India’s energy ecosystem.

Participants will engage with experts on critical, future-shaping topics including:
- power trading
- energy storage
- nuclear energy
- data sharing and digital systems
- AI-driven grid security
These discussions aim to equip policymakers and industry leaders with the insights needed to build resilient, future-ready energy systems.
Leadership Speaks: Odisha Steps Into a National Role
Deputy Chief Minister Shri Kanak Vardhan Singh Deo highlighted Odisha’s commitment to leading India’s energy transition. Calling GELS 2025 “a COP for India’s energy sector,” he said the summit provides a space for States to exchange successful models, embrace innovation and strengthen cooperative and competitive federalism.
Principal Secretary of the Energy Department, Shri Vishal Kumar Dev, emphasized Odisha’s readiness to host the landmark event. He noted that the coming decade will be defined not just by capacity expansion but by stronger institutions, better coordination, and deeper collaboration among States. Hosting the inaugural GELS continues Odisha’s legacy as the first State to reform its power sector in the 1990s.

GELS 2025 will feature an impressive lineup of global experts and national leaders, including:

Shri B.V.R. Subrahmanyam, CEO, NITI Aayog, will address the closing plenary on 7 December.
They will be joined by an eminent group of thought leaders from India and abroad, bringing diverse expertise in hydrogen, nuclear power, climate policy, academic research, and clean-energy finance.

GELS 2025 has garnered wide support from both the Union and State governments. Notable participants include:

The Summit will be formally inaugurated on 6 December by Odisha Chief Minister Shri Mohan Charan Majhi, in the presence of Deputy Chief Ministers Shri Kanak Vardhan Singh Deo and Smt. Pravati Parida, along with Chief Secretary Shri Manoj Ahuja.
Delegates will also experience the cultural vibrancy of Odisha at the iconic Konark Festival on 5 December.
Global Partnerships Strengthening India’s Energy Ambitions
Organised in collaboration with the Tony Blair Institute for Global Change (TBI) and the Indian Institute of Technology Kanpur (IITK), GELS draws inspiration from successful international forums that foster regional cooperation and knowledge exchange.
Senior TBI Energy Adviser Mr. Pierre Noel praised the Odisha Government for taking the lead. Dr. Satyapriya Rath, Managing Director of GRIDCO, and Dr. Debi Dutta Tripathy, Financial Adviser-cum-Additional Secretary, also addressed the media.
Accelerating India’s Net Zero Journey
Aligned with the vision of Hon’ble Prime Minister Shri Narendra Modi to achieve Net Zero by 2070, GELS 2025 aims to establish a long-term mechanism for collaboration between States, national institutions, and global experts.
This inaugural Summit is expected to significantly influence India’s energy roadmap and reinforce the country’s leadership in the global clean-energy transition.
